Abstract

The Land Office (Badan Pertanahan) of Medan City faces challenges in managing land dispute complaints because the complaint submission and status-monitoring processes are still carried out manually, which becomes inefficient as the volume of complaints increases. This activity aimed to design a website-based information system to replace the manual process, make it easier for the public to submit complaints without visiting the office in person, and help the agency process and monitor complaints more efficiently and transparently. The design used a qualitative method with data collected through observation, interviews, and literature study, while the system was developed using the waterfall model covering planning, analysis, design, implementation, and testing. The results include a system design visualized through a use case diagram, class diagram, activity diagram, and sequence diagram, as well as a system implementation consisting of a login page, an admin dashboard, dispute-data and applicant-data management, complaint reports, and an applicant page for submitting and tracking complaints. The resulting system is able to replace the manual mechanism, speed up service processes, and improve transparency in handling land disputes at the Medan City Land Office. Further development is suggested in the form of an Android-based application and a more responsive interface design.
