Abstract

The certificate collection and receipt process at the Medan Land Office was still conducted manually, requiring applicants to interact directly with staff who had to search for the requested land-ownership certificate. This manual process caused delays, data-entry errors, and a lack of real-time transparency regarding certificate status. This community-service activity aimed to design a web-based information system to replace the manual certificate collection and receipt process at Medan Land Office with a computerized system. The activity used a qualitative method with observation, interviews, and literature study as data-collection techniques, while the system itself was developed using the Waterfall method (planning, analysis, design, implementation, and testing) and modeled with the Unified Modeling Language (UML), consisting of a use case diagram, a class diagram, activity diagrams, and sequence diagrams for the applicant and admin actors. The resulting system allows applicants to check certificate status using their National Identity Number (NIK) without logging in and to submit a digital receipt (tanda terima) for certificate collection, while admins can log in to manage applicant data, certificate status, the collection queue, and certificate handover. The system helps address the problems of slow administration, limited transparency of certificate-status information, and manual data management previously found at Medan Land Office, although its effect has not yet been measured quantitatively.
