Abstract

This study examines the historical preservation and development strategy of Paradiso Swimming Pool, a colonial-era public facility in Medan, North Sumatra, originally built between 1917 and 1924 under the name Medansche Zwemvereeniging. Using a descriptive-qualitative approach that combines field observation, visual documentation, and literature review, this research compares the existing facility with international swimming pool standards established by the Fédération Internationale de Natation (FINA) and formulates a development strategy through SWOT analysis. Findings show that the pool retains a dominant preservation character, with original colonial structural elements such as the pool basin, diving platform, and grandstand still in use, alongside visible material degradation including fading paint, corroded metal fixtures, and deteriorating wall surfaces. Comparison with FINA standards reveals that the facility does not meet competitive specifications regarding pool dimensions, depth, water clarity, and safety features, although it fulfils basic amenities such as showers, changing rooms, and restrooms. The SWOT analysis identifies affordable pricing and accessibility as the main strengths, limited visibility and water-recreation facilities as weaknesses, growing family recreation demand as an opportunity, and competition from modern waterparks as the primary threat. These findings provide a foundation for heritage-sensitive development strategies for colonial-era recreational facilities.
