Abstract

The Regional Office of Communication and Informatics (Diskominfo) of Pematangsiantar City had not documented the geographic distribution of its CCTV cameras, which limited the effectiveness of security monitoring, maintenance planning, and emergency response across the city. This activity aimed to design a web-based Geographic Information System (GIS) for mapping CCTV locations at Diskominfo Pematangsiantar. It was carried out through observation, interviews, and literature study, followed by system development using the waterfall method covering analysis, design with the Unified Modeling Language (UML), coding, and testing. The system was built using PHP, the CodeIgniter framework, Bootstrap, and a MySQL database, and allows administrators to input, edit, and delete CCTV location data complete with coordinates, while the public can view CCTV point locations on an interactive map without logging in. The resulting system produced an admin dashboard, an interactive CCTV location map, and a public information page, and was successfully implemented and tested at Diskominfo Pematangsiantar. This system is expected to help Diskominfo Pematangsiantar manage CCTV infrastructure more effectively and support a faster response to security incidents in the city.
